Cloud-Based Cargo Handover Goes Live at Qingdao Port’s General Cargo Operations

Recently, the West Union Company of Qingdao Port (601298.SH), in collaboration with Shandong Port Technology Group and Fangzhou Intelligent, successfully implemented an electronic cargo delivery function for truck drivers, officially launching the online handover system for general cargo. This marks a significant step forward in standardizing, digitizing, and enhancing compliance for general cargo delivery processes at the port.

For a long time, the confirmation of cargo quantities, damage assessment, and handover archiving for outbound general cargo picked up by trucks relied on manual, offline verification. This traditional approach made the delivery process cumbersome and time-consuming, frequently leading to disputes over cargo damage and ambiguous lines of responsibility, which in turn posed compliance risks.

To fundamentally resolve these industry-wide challenges and address management shortcomings, the West Union Company established a dedicated task force. Bringing together business personnel from the marketing and warehousing teams, the group held eight special seminars to tackle 21 specific handover difficulties between the terminal, agents, and drivers. After four months of functional design, they successfully dismantled the three major hurdles of on-site delivery, cargo damage disputes, and compliance management, reconstructing an entirely new electronic cargo handover operational model.

Solving Delivery Difficulties with Smart Push Notifications: A new push notification and confirmation feature was introduced. Once cargo loading is completed, tally clerks push the delivery information on-site for drivers to review and confirm on their mobile devices. This fundamentally addresses the long-standing problems of difficult information verification and chaotic on-site handovers.

Breaking Through the Dispute Bottleneck with Image Capture: The system now expands its capabilities to capture image data on loading quality and cargo damage. Both parties involved in the delivery can use the “Yungangtong” app to assess damage disputes through images, clearly delineating responsibility and enabling visual evidence and efficient resolution of cargo damage claims.

Overcoming Compliance Hurdles with Cloud Archiving: An innovative cloud archiving function ensures all handover data, visual records, and delivery logs are uploaded and stored in real-time in the cloud. This meets business supervision and archival management compliance requirements, provides a complete and reliable original basis for responsibility verification, and opens the final milestone in achieving compliant cargo delivery.

The successful implementation of this online electronic cargo handover function at Qingdao Port is not only a key breakthrough in the port’s smart transformation but also a deep integration of practices in safety control, compliance management, and efficiency enhancement.
